A photograph caption suggests Chin Toy managed Fong Cheong Loong at least c1905.
Stone and Steele state that Fang Cheong Loong was operated by Chin Toy and Chin Fon and that the business included a timber factory in Milingimbi where cypress pine was dressed for the construction of buildings in Darwin. On Chin Toy's death in 1947 the business was divided into a number of separate businesses.
