Zhong Hua Gong Hui is spelt a 'Chung Hua/Hwa Kung Hwei' in Melbourne. This is a similar romanisation to one used in Singapore, SE Asia and to a lesser extent in Hong Kong.

The Chung Hwa Kung Hwei was a sort of united front group formed to raise money for the anti-Japanese war in the 1930s and 1940s. It was set up to get around the fact that not everyone in the community supported the Kuomintung/Chinese Nationalist Party.
